Abstract
This is a professional experience report describing the methodology developed for conducting the first Crime Scene Reconstruction (CSR) inside a prison complex in Brazil, carried out at the Americano Penitentiary Complex, located in Santa Izabel, within the metropolitan region of Belém, Pará. The reconstruction was requested by the General Internal Affairs Department of the State Military Police with the objective of clarifying doubts regarding the conduct of military police officers involved in an operation to contain inmates during an escape attempt at the Americano prison, an event that resulted in the deaths of 22 inmates and one correctional officer. Three groups of individuals were involved in both the incident and the forensic procedure: military police officers as subjects of the investigation, correctional officers as victims and witnesses, and inmates as witnesses. The methodology developed for this case was organized into four stages: analysis of the investigative records, planning of inmate and personnel movement logistics within the prison, security planning, and execution of the crime scene reconstruction. The planning and execution stages involved the participation of several State Public Security agencies, as well as oversight institutions such as the Public Prosecutor’s Office and the Ombudsman’s Office. In this context, the development of a specific methodology for this demand proved essential to the successful completion of the requested forensic procedure, allowing all planned actions to be carried out and the existing doubts to be clarified.
